Why East Boston?

The news today, reported in the Boston Globe and by Universal Hub, is that Eversource is being forced to run a new 115,000 volt cable under Boston Harbor, from South Boston to Deer Island.

With the Airport projected to use 35-40% of the power from an East Boston Substation, WHY can’t Eversource run another 115,000 volt cable at the same time to power a substation on the Airport’s property?  These figures do not include the planned expansion of Terminal E, which will increase the Airport’s percentage of the use.

More important, without the Airport’s use, a new substation would not even be contemplated!   WHY should East Boston suffer from a new substation when an underwater cable from South Boston is a very real possibility and alternative?

If Eversource can run a cable to feed Deer Island, surely they can run another one to feed the Airport!
